How the Cleveland tax works

Ohio cities tax wages where the work is done. If you work in Cleveland, your employer withholds 2.5% of your qualifying wages — the same pay Medicare tax is figured on. That means a pre-tax 401(k) doesn't lower the city tax, while pre-tax health insurance and other cafeteria-plan benefits do.

If you live in Cleveland but work in another city, your home city may tax the part that the work city's tax doesn't cover, after a credit for what you paid there. Each city sets its own credit rules. Cleveland credits 100% of the tax you paid to the city you work in, up to 2.5%.
